    The Forum will organize its 31st annual meeting in Bahrain on Thursday and Friday 11 and 12 February 2010, and it will address the topic of “Legislative Councils in the Gulf Cooperation Council Countries” through five scientific papers that review the experiences of the legislative councils in the Gulf Cooperation Council countries and stem from a central question “Have the experiences come from? Parliament is a stimulus or a hindrance to development in every country.” The meeting will address three axes:

    The first: a comprehensive comparative review between the Gulf countries, through a paper that will be prepared by Dr. Abdul Karim Al-Dakhil, professor of political science at King Saud University.

    The second: specific experiences through three papers dealing with the experience of the Federal National Council in the Emirates prepared by Dr. Abdul Rahim Shaheen, a member of the Federal Council, and a paper dealing with the emergence and development of democracy in Kuwait prepared by Dr. Ghanem Al-Najjar, a professor of political science at Kuwait University, and a paper on legislative councils in the Kingdom of Bahrain prepared by him.     The third: Women and political participation, through a paper that Dr. Maryam Hassan will prepare on the political participation of women in Kuwait.
