The papers of the 30th meeting of the forum were issued in a book by the Center for Arab Unity Studies entitled “The Third Oil Boom and the Repercussions of the Global Financial Crisis: The Case of the Countries of the Cooperation Council for the Arab States of the Gulf” edited by Dr. Ali Khalifa Al Kuwari.
The book clearly indicates the absence of national policies linking the export of oil and development considerations from an Arab national perspective. Hence the importance of the studies included in the book, and the discussions that took place around them, calling for the need to change this abnormal and backward situation. The studies included in the book call for publishing the final accounts of the general budgets, and announcing the report of the General Accounting Bureau. This is in addition to serious work on setting national oil policies, according to which oil exports are subjected to considerations of development and the legitimate interests of the peoples of the region across generations, without harming the legitimate interests of the peoples and oil-importing countries, which are partners in strategic interest in it. The book also dealt with an introduction to Norway’s experience and highlighting its oil policy and transparency and how it deals with the state’s oil revenues, which highlights the legitimacy of the call adopted by the meeting to set oil policies in the exporting countries, in addition to emphasizing the importance of the secretariat on public money and transparency in dealing with oil procedures.
